When uploads such as Avatars do fail establish whether this is a general uploads failure by attempting to upload an image via the WordPress Media library interface, more often than not Goto Media -> Add New and try uploading any image - If upload works correctly, which means file permission are ok. Also tried removing all plug-ins and themes apart from twenty-thirteen theme, re-installing Wordpress and BuddyPress - issue is still there.
